Risk Manager
Job Description:
Job Purpose
To identify, assess, and mitigate risks impacting the performance, budget, and reputation of Road Operation & Maintenance (O&M) projects. The role ensures compliance with Ashghal, QatarEnergy, and international risk management standards (ISO 31000) while addressing challenges unique to desert environments, oilfield proximities, and performance-based contractual obligations.
Key Responsibilities
1. Risk Identification & Assessment

Conduct weekly risk audits covering:

Desert-specific hazards (e.g., sandstorms, extreme heat, remote sites).

Road O&M risks (e.g., pavement failures, drainage blockages, traffic diversions).
-
Contractual risks (e.g., missed KPIs, stakeholder disputes, penalties).
-

Apply quantitative analysis tools such as FMEA and Monte Carlo simulations to prioritize risks based on likelihood and potential impact.
2. Mitigation Strategies

Develop and implement risk mitigation and contingency plans for high-impact risks.
-
Design emergency response measures for incidents like oil spills near Dukhan Field.

Collaborate with:
-
HSE Manager for safety and environmental risks.
-
Traffic Operations Manager for traffic and incident management.
-
Planning Engineer to prevent and mitigate schedule delays.
-
3. Contract & Compliance Risks
-
Monitor and ensure compliance with performance-based contract clauses, especially Ashghals Service Level Agreements (SLAs) and penalty mechanisms.

Review and verify adequacy of insurance coverage, including third-party liability, equipment, and asset protection.

Assess contractual risks associated with subcontractors and suppliers.
4. Reporting & Stakeholder Communication

Prepare monthly risk dashboards for submission to QBC/Ashghal, including:

Top 10 project risks with Likelihood/Impact Matrix.

Progress of mitigation actions with RAG (Red/Amber/Green) status.

Lead and facilitate risk review workshops with subcontractors, QatarEnergy representatives, and other key stakeholders.

Maintain transparent communication channels for proactive issue escalation and resolution.
Mandatory Requirements
Education
-
Bachelors Degree in Civil, Mechanical, or Environmental Engineering (mandatory).

Masters Degree or MBA (preferred).
Certifications
-
Certified Risk Manager (CRM) or PMI-RMP mandatory.
-
ISO 31000 Lead Risk Manager Certification preferred.
Experience
-
Minimum 15 years of total experience, including 5+ years in risk management for road O&M or oil & gas projects.
-
Proven international exposure outside the MENA region (e.g., UK, Australia) in desert highway or infrastructure projects is highly desirable.
Technical Skills
-
Proficiency in risk management software and reporting tools.

Strong understanding of Qatars MOMRA road standards and FIDIC contract conditions.

Experience in data-driven risk assessment and mitigation planning.
Soft Skills
-
Excellent command of English (Arabic proficiency is an advantage).

Strong crisis management and decision-making capabilities for remote or high-risk environments.

Exceptional communication and stakeholder engagement skills across multidisciplinary teams.
