Job Description:

The Project Engineer Instrumentation & Control (I&C) is responsible for coordinating all instrumentation and control system engineering, design, and installation activities across engineering, procurement, construction, and commissioning phases of an offshore EPC project.

The role ensures that control, automation, and safety systems are designed, installed, tested, and commissioned in compliance with project specifications, offshore standards, and client requirements. The position also serves as the key interface between design offices, vendors, and offshore construction and commissioning teams.

Reports to: Senior Project Engineer / E&I Lead / Project Manager

Key Responsibilities

1. Engineering & Design Coordination

  • Review and manage all I&C engineering deliverables including loop diagrams, hook-up drawings, control logic diagrams, I/O lists, instrument index, and cable schedules.
  • Coordinate with engineering contractors, vendors, and clients for technical clarifications, approvals, and design revisions.
  • Ensure all deliverables meet client (QatarEnergy / ADNOC / ARAMCO) and international standards (IEC, ISA, API, ISO).
  • Support the development of control philosophies, cause & effect diagrams, and shutdown logic narratives.
  • Review vendor documents for control valves, transmitters, analyzers, PLCs, DCS, ESD, and F&G systems.

2. Procurement & Vendor Interface

  • Prepare Material Requisition (MR), Technical Bid Evaluation (TBE), and assist in vendor selection for instrumentation and control packages.
  • Ensure timely delivery and FAT readiness of instruments, panels, junction boxes, and control systems.
  • Coordinate with QA/QC and vendor teams for inspections, FAT/SAT, and documentation handover.
  • Track procurement progress and interface with logistics for offshore delivery readiness.

3. Construction & Offshore Support

  • Supervise installation of field instruments, control panels, cabling, junction boxes, and tubing as per approved IFC drawings.
  • Provide technical support during fabrication, hook-up, and pre-commissioning phases.
  • Review and approve method statements, inspection test plans (ITPs), and test procedures.
  • Ensure proper calibration, loop checks, and system testing prior to energization.
  • Support integration of PLC/DCS/ESD/F&G systems during commissioning and start-up phases.

4. Interface & Coordination

  • Liaise with electrical, mechanical, and process disciplines to ensure proper system integration and signal interface.
  • Coordinate with offshore construction and commissioning teams to resolve field issues and design clashes.
  • Attend progress and interface meetings; ensure alignment of I&C scope with overall project plan.
  • Work closely with automation vendors and client engineers during FAT, SAT, and handover.

5. Documentation & Reporting

  • Maintain I&C deliverable registers, MTO tracking, and technical query logs.
  • Prepare weekly and monthly progress reports for project management.
  • Ensure accurate and complete documentation for mechanical completion (MC), pre-commissioning (PC), and handover dossiers.
  • Contribute to preparation of as-built documentation and final project closeout reports.

Qualifications & Experience

  • Bachelors Degree in Instrumentation, Electrical, or Control Systems Engineering.
  • Minimum 8 years experience in EPC oil & gas projects, with at least 4 years in offshore environments.
  • Proven experience with offshore instrumentation systems (F&G, ESD, DCS/PLC integration).
  • Strong understanding of IEC/ISA instrumentation standards and offshore hazardous area requirements (Ex, ATEX, IECEx).
  • Proficient in project engineering tools (SmartPlant Instrumentation / Intools, Aconex, AutoCAD, MS Office).
  • Experience working with QatarEnergy / ADNOC / ARAMCO specifications preferred.
  • Excellent written and verbal communication skills.

Preferred Certifications

  • Offshore survival and H2S certification (BOSIET/HUET mandatory for offshore assignment).
  • ISO 9001:2015 awareness or internal auditor certification.
  • Control system vendor training (Siemens, ABB, Yokogawa, Honeywell, or Emerson) is an advantage.
